Pursuant to the Decision No 30/2022/QĐ-UBND, dated 04th July 2025 of the Dak Lak Industry and Trade Department regarding the responsibilities of the Board of Directors of the Department.
Article 1. General rules
Job assignement with the Board of directors of Dak Lak Industry and Trade is implemented according to the following rules:
1. Rules of democratic focus, collective leadership, individual responsibilties and single-boss regime.
2. The Department's Director is wholly responsible for the management and operation of the Department of Industry and Trade, to be responsible in person before the Provincial Committee, People's Council, People's Committee and The Ministry of Industry and Trade and before the law regarding all the operation of the Department according to the function, tasks assigned and regulated by current legal framework, including the tasks which has been assigned or authorized to the Deputies; direct and manage important and strategic issues such as: planning, guidelines and plans of assigned tasks.
3. Deputy Directors assist the Department's Director implement tasks and rights to direct, operate some of the professional tasks assigned and being responsible before the Director regarding the implementation of tasks and assigned rights; to be wholly responsible before the law about the results of tasks.
4. Within the rights and tasks assigned, Deputy Directors actively implement tasks, when needed, deputy directors should cooperate, exchange and assist each other to ensure tasks to be completed as planned. In case deput directors do not reach agreement on specific tasks, deputy director in charge of the task should report it to the director for guidance.
5. In case of absence of director, 01 deputy director should be authorized to handle general tasks. When needed or as deputy director is absent, director should directly handle the task of those deputy directors.
6. 02 weeks or when needed, director and deputy directors meet to exchange information and address major problems and tasks according to the rules and regulations.
Article 2. Specific tasks assignements of Director and deputy directors
1. Ms Nguyễn Thị Thu An - Director
a) In charge of the Dak Lak Department of Industry and Trade, steer, supervise the operation, comprehensively manage the implementation of function, responsibilities and rights of the Department. Being responsible before the Provincial Party Committee, People's Council, Provincial People Committee, The Ministry of Industry and Trade and Law for all the operations of the Department as per assigned function and duties. Implement other tasks of Dak Lak People Committee's member according to the assignment.
b) Main responsibilities:
- Be the Department's spokeperson;
- To conduct meeting with civilians, settle comlaints, denunciation and feedback of institutions and civilians, in charge of prevention and tackle against corruption and negativity.
- Direct personnel arrangement, organizational chart and payroll;
- Direct financial operations and external affairs;
- Digital transformation; administrative reform, science, technology and innovation, green transformation and sustainable development in industry and trade.
- In charge of prevention and tackle against corruption, supervise the thrift practice and waste combat;
- In charge of competion, reward and penalization;
- In charge of sectoral planning and detailed planning, attracting industrial and commercial development investment (trade and industry)
- In charge of E-transformation, administrative reform, science, technologie and innovation, green transformation and sustainable development in industry and trade.
- In charge of state management regarding the sectors of renewable, new energy; security management of dams and lake and other hydroelectric structures;
- First account holder of the budgetary funds allocated to the Department of Industry and Trade;
c) Other tasks
- Member of provincial steering commitees assigned based on specific responsibilities (assigned by the Dak Lak People's Comittee);
- Supervise the development situation of industry and trade sector within wards and communes of: Hòa Phú; Buôn Ma Thuột; Tân An; Tân Lập; Thành Nhất; Ea Kao; Buôn Hồ; Cư Bao; Ea Drông; Pơng Drang, Krông Búk, Cư Pơng; Ea Khăl, Ea Drăng, Ea Wy, Ea H'leo, Ea Hiao, Tuy Hòa; Phú Yên; Bình Kiển; Xuân Đài.
- Coordinate with Coordination with agencies, departments and wards and communes;
- Direct the division of energy management.
2. Mr Nguyễn Hải Triều - Deputy Director
a) To direct areas of sectors:
- State management of trade, import and export, border trade, international economic intergration, international economic cooperation, local trade, e-trade, e-economics and logistics;
- State management operation regarding competion, anti dumping, anti subsidy and trade safeguard;
- Trade promotion.
b) Other tasks:
- Member of provincial steering commitees assigned based on specific responsibilities (assigned by the Dak Lak People's Comittee).
- Supervise the development situation of industry and trade sector within wards of Sông Cầu; Xuân Thọ; Xuân Cảnh; Xuân Lộc; Đông Hòa; Hòa Hiệp; Tuy An Tây; Phú Hòa 1; Phú Hòa 2; Krông Pắc; Ea Knuếc; Tân Tiến; Ea Phê; Ea Kly; Vụ Bổn; Ea Kar; Ea Ô; Ea Knốp; Cư Yang; Ea Păl; M’Drắk; Ea Riêng; Cư M’ta; Krông Á; Cư Prao; Ea Trang; Krông Năng; Dliêya; Tam Giang; Sơn Thành; Sơn Hòa; Vân Hòa;
- Coordinate with Coordination with agencies, departments and wards and communes of the province in the assigned field;
- Direct the division of trade management
- Other tasks as per Director's assignment.
3. Mr. Nguyễn Văn Nhiệm - Deputy Director
b) Direct responsible for:
- State management operation regarding industrial - cottage industry; industrial zones, chemicals and industrial explosize materials; industry promotion;
- Safety in industrial environment sector (except hydroelectric dam’s safety); food safety, investment and construction management of buildings within management framework as regulated by law on construction.
- Supervise the development situation of industry and trade sector within wards and communes: Ea Wer; Ea Nuôl; Buôn Đôn; Ea Súp; Ea Rốk; Ea Bung; Ia Rvê; Ia Lốp; Ea Kiết; Ea M’Droh; Quảng Phú; Cuôr Đăng; Cư M’gar; Phú Xuân; Ea Tul; Tây Hòa; Hòa Thịnh; Hòa Mỹ.
c) Other responsibilities:
- Member of provincial steering commitees assigned based on specific responsibilities (assigned by the Dak Lak People's Comittee).
- Coordinate with Coordination with agencies, departments, wards and communes of the province in the assigned field;
- To direct the division of industry management.
- Other tasks as per Director's assignment.
4. Mr. Trần Quốc Toàn - Deputy Director
a) Direct responsible for:
- To assist the Director's administrative reform and digital transformation; science, technology and innovation, green transformation and sustainable development in industry and trade.
- Administrative operations, legal operation; to supervise law obedience and compensation of state.
- Statistics and Union operation and brotherhood operation with Kdun village and Buon Ma Thuot ward.
- The Department's website and statistics.
- Second account holder of the Department's state budget.
c) Other tasks
- Member of provincial steering commitees assigned based on specific responsibilities (assigned by the Dak Lak People's Comittee);
- Supervise the development situation of industry and trade sector within communes of Tây Sơn; Suối Trai; Ea Ly; Ea Bá; Đức Bình; Sông Hinh; Xuân Lãnh; Phú Mỡ; Xuân Phuớc; Đồng Xuân; Ea Ning; Dray Bhăng; Ea Ktur; Krông Ana; Dur Kmăl; Ea Na;
- Coordinate with Coordination with agencies, departments and wards and communes of the province in the assigned field;
- To direct The Office;
- Other duties as per Director's assigment.
6. Mr Mai Mạnh Toàn - Deputy Director
a) To direct:
- State management and law application regarding the prevention, combat against and settlement of illegally imported commodities trade, the behavior of production, trade fake and banned goods, goods with unclear origin, actions that harm intellectual property rights, actions against legal breach of quality, measurement, price, food safety; legal actions against consumers rights, multi-level business and actions of fraudulent trade as regulated by law;
- To supervise the development of industry and trade of communes, wards of Liên Sơn Lắk; Đắk Liêng; Nam Ka; Đắk Phơi; Krông Nô; Hòa Sơn; Dang Kang; Krông Bông; Yang Mao; Cư Pui; Hòa Xuân; Tuy An Bắc; Tuy An Đông; Ô Loan; Tuy An Nam.
b) Other responsibilities.
-Member of provincial steering commitees assigned based on specific responsibilities (assigned by the Dak Lak People's Comittee);
- Coordination with agencies, departments, wards and communes of the province in the assigned field and assigned districts;
- To direct Dak Lak Market Surveillance Authority
- Other duties as per Director's assigment.
